A quick summary of what we mean by infrastructure and a chance to tell us what is most important to you.

What do we mean when we talk about ‘infrastructure’

<h3>What do we mean when we talk about &#39;infrastructure&#39;?</h3>When we use the word &lsquo;infrastructure&rsquo; we are talking about the types of services and facilities that people tend to rely on in their everyday lives such as schools, open space, health care and transport.We have grouped some examples into different categories below. Have a read and then let us know which are the most important to you.&nbsp;This will give us a flavour of local priorities so that we can start to feed this into our thinking on our new local plan and any evidence of infrastructure needs that sits alongside it.<h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413222/projects/62b1a481c3aab3e6873589c3/gglchckdvt2iwnpxc4cz.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Affordable Housing</h3>When we talk about &lsquo;affordable housing&rsquo; we mean new homes that are sold or rented at less than open market value to make them more affordable to people. It can also include self-build housing which is housing built by and/or for an individual or group of people. &nbsp; <h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413280/projects/62b1a481c3aab3e6873589c3/f447cpkkjy5u8elv8au3.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Education</h3>Here we are referring to early years and childcare provision such as nurseries and playgroups, primary schools, secondary schools and special educational needs and disabilities provision (SEND). <h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413315/projects/62b1a481c3aab3e6873589c3/ywzhurprfduothjabw2t.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Transport and Movement</h3>When we talk about transport and movement, we are referring to roads, buses, trains, walking and cycling routes. <h3 id="isPasted"><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413350/projects/62b1a481c3aab3e6873589c3/tu19chzslda2cmeje5ho.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Sport and Leisure</h3>By sport and leisure we mean things like playing fields, general green space, play areas, parks and gardens, skate parks, indoor sports facilities, allotments and public rights of way. <h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413389/projects/62b1a481c3aab3e6873589c3/hypix79rqi5tajrfx458.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Community and Health</h3>This includes things like public art, GP surgeries, community centres, libraries and museums. <h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413422/projects/62b1a481c3aab3e6873589c3/gjftdsflyqcbaiiudlzm.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Climate and Environment</h3>Here we are referring to issues such as improving air quality, enhancing biodiversity, protecting important archaeological remains and addressing flood risk. <h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413479/projects/62b1a481c3aab3e6873589c3/clcgf6cbsawhhhfhjcdf.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Waste and Recycling</h3>This includes things like waste and recycling containers as well as waste management facilities such as household waste recycling centres (HRWC). <h3><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665413519/projects/62b1a481c3aab3e6873589c3/yzbz6v5hbivqdn3guvbg.jpg" class="fr-fic fr-dii fr-fil" style="width: 150px;">Emergency Services</h3>This includes the police, fire and rescue and ambulance services.

<h3>Developer Contributions Supplementary Planning Document (SPD)</h3>When larger new developments come forward, they often need to be supported by additional investment in community infrastructure such as roads, schools and open spaces.Our developer contributions SPD explains the different types of contribution that can be sought and the type of improvements we will normally look for such as more school places, routes for walking and cycling, new play areas, improved bus services and so on. &nbsp;We consulted on an initial draft version of the SPD in late 2020 and in response to the comments made we have produced a revised version for consultation which is intended to be easier to read and understand and also clearer in terms of the contributions likely to be sought.The SPD is aimed at a broad audience including developers and landowners, Town and Parish Councils and other organisations as well as general members of the public.The consultation on the revised draft SPD is ran for 4-weeks from 17&nbsp;October to 14 November 2022. &nbsp;&nbsp;To read the SPD, a summary of previous comments received and to view comments made on the latest consultation, follow the links below.

Appeals can also be made against the failure of the planning authority to issue a decision within a given time, against conditions attached to a planning permission, against the issue of an enforcement notice and against refusals of listed building consent. In England and Wales, appeals are processed by the <a href="https://www.gov.uk/government/organisations/planning-inspectorate">Planning Inspectorate</a>.Area Action Plans: A type of Development Plan Document focused upon a specific location or an area subject to conservation or significant change (for example major regeneration). &nbsp; Area of Outstanding Natural Beauty (AONB): An area with statutory national landscape designation, the primary purpose of which is to conserve and enhance natural beauty. Together with National Parks, AONB represent the nation&#39;s finest landscapes. AONBs are designated by&nbsp;<a href="https://www.gov.uk/government/organisations/natural-england">Natural England</a>. &nbsp; Article 4 Direction: A Direction removing some or all permitted development rights, for example within a conservation area or curtilage of a listed building. Article 4 directions are issued by local planning authorities.Building Control/Regulation: If a new building is to be erected or an existing one altered, building regulation consent will normally be needed. Building Regulations relates to the technical detail of how development is constructed - the principle of whether a &nbsp;scheme goes ahead and assessment of how it impacts upon the wider area/people is what planning permission deals with.Change of Use: Planning permission is required for the &quot;material change of use&quot; of a property. This is a change of the main use of a property, not ancillary uses, e.g. if a shop choses to change part of its customer area to an area where goods to be sold will be stored that is a change of ancillary uses. The Use Classes Order (see the entry below for this) specifies various categories of use and planning permission is not required to change the use of a property from one use to another in the same use class.&nbsp;Community Infrastructure Levy (CIL): An optional &nbsp;charge &nbsp;which the Council can raise funds from owners or developers of &nbsp;new development to help fund new and improved facilities across the Council&rsquo;s area.&nbsp;Conditions (on a Planning Permission):Requirements attached to a planning permission that limit or direct the manner in which development is carried out. Should these be breached then the Local Planning Authority can take enforcement action. &nbsp;Pre-commencement conditions are those which require certain details to be agreed with the Local Planning Authority before development can commence.&nbsp;Decision Notice: A formal, written, notice or piece of paper &nbsp; which states the decision made by a planning authority on an application made under the Planning Acts (can include planning permission, listed building consent, advertisement consent etc). &nbsp;The notice includes any planning conditions attached to the permission or in the case of a refusal the &nbsp;reasons for the refusal. &nbsp; Development:The legal definition of development is &quot;the carrying out of building, mining, engineering or other operations in, on, under or over land, and the making of any material change in the use of buildings or other land&quot; this covers virtually all construction activities and changes of use. &nbsp; Development Control/Management: The process whereby a local planning authority determines planning applications. In dealing with planning applications authorities have regard to relevant development plan policies, any local financial considerations and any other material considerations.General Permitted Development Order (GPDO): Regulations made by the government which grants what is effectively a nationwide planning permission for specified minor developments. There are regular updates - including an update in 2020 to allow certain temporary changes of use in response to the coronavirus pandemic.Green Belt: A designation for land around certain cities and large built-up areas, which aims to keep this land permanently open or largely undeveloped. Green Belts are defined in a local planning authority&#39;s development plan with changes only being permissible in exceptional circumstances as part of a Local Plan review.&nbsp;Greenfield Land: Land (or a defined site) usually farmland, that has not previously been developed. This should not be confused with Green Belt which is a specific designation.Informal Hearing:A procedure for dealing with planning appeals where there is informal discussion of the proposal round a table chaired by the Inspector. Less formal than a Public Inquiry with no cross examination and all questioning led by the appointed Planning Inspector.Infrastructure:the services, buildings, land or other facilities to support new development, e.g. bus services, open space, sports grounds, affordable houses, roads, schools &nbsp; &nbsp;Listed Buildings: A building of special architectural or historic interest. Listed buildings are graded I, II* or II with grade I being the highest. Listing includes the interior as well as the exterior of the building and also any buildings or permanent structures, e.g. walls, within its curtilage.&nbsp;<a href="https://historicengland.org.uk/">Historic England</a> is responsible for listing buildings in England.&nbsp; &nbsp;&nbsp; Listed Building Consent: Consent required for the demolition, in whole or in part of a listed building, or for any works of alteration or extension that would affect the character of the building. &nbsp; Local Planning Authority: The local authority or council that is empowered by law to exercise planning functions, often the local borough or district council. National Parks and the Broads authority are also local planning authorities. County councils are the authority for waste and minerals matters as well as the Highways Authority. &nbsp; Local Plan: The plan for the future development of the local area, drawn up by the local planning authority in consultation with the community and subject to an examination before an independent Planning Inspector. These set planning policies for the area as well as allocating land for development or protection. A Local Plan is part of the development plan for an area.Material Considerations: A matter that should be taken into account in deciding a planning application or on an appeal against a planning decision.National Planning Policy Framework: Designed to consolidate all policy statements (except National Policy Statements referring to Nationally Strategic Infrastructure Projects). This provides a national policy overview that is implemented in Development Plans&nbsp; &nbsp; Planning Condition: A condition imposed on a grant of planning permission. Normally used to control the impact of development such as opening hours in the case of a shop, bar or restaurant. &nbsp; Planning Obligations: A legally enforceable agreement entered into under section 106 of the Town and Country Planning Act 1990 to mitigate the impacts of a development proposal that cannot be controlled through the imposition of planning conditions. &nbsp; Previously Developed Land (Brownfield land): Land which is or was occupied by a permanent structure, including the curtilage of the developed land &nbsp;and any associated fixed surface infrastructure. This excludes: land that is or has been occupied by agricultural or forestry buildings; land that has been developed for minerals extraction or waste disposal by landfill purposes where provision for restoration has been made through development control procedures; land in built-up areas such as private residential gardens, parks, recreation grounds and allotments; and land that was previously-developed but where the remains of the permanent structure or fixed surface structure have blended into the landscape in the process of time.Proposals (or Policies) Map: An important part of the development plan showing the location of proposals, designations and area based policies in the Local Plan on an Ordnance Survey base map.Public Inquiry:A formal procedure for dealing with planning appeals akin to a court of law where parties frequently have legal representation and cross-examination takes place.Reserved Matters: A planning permission usually outline, may specifically reserve for later consideration some matters not relating to the principles of the proposed development. Matters reserved at outline stage can include access, appearance, layout, scale and landscaping. This can also refer to conditions placed on a full planning permission that require the approval of additional matters such as materials.Supplementary Planning Documents/Guidance (SPD/SPG):Documents which add further detail to the policies in the Local Plan. They can be used to provide further guidance for development on specific sites, or on particular issues, such as design. Supplementary planning documents are capable of being a material consideration in planning decisions but are not part of the development plan, so do not have as much weight in the process.Statutory Undertakers:Organisations which have powers derived from statute to develop and operate infrastructure or utility services, such as gas, water , electricity, and telecommunications including broadband.&nbsp;

Eynsham and Woodstock Sub-Area

The surgery is wheelchair accessible; the parking area and entrance are on level ground and the surgery has automatic doors. The public areas of the surgery are on the ground floor. Facilities include an accessible toilet and a baby changing table.&nbsp;The surgery has increased the capacity of the previous facility by 3 times with additional consulting rooms, minor operation rooms and related amenities.The building has a timber frame and features laminated internal beams which dramatically reduce the carbon footprint of the construction. The surgery was funded directly as part of the Pye Homes Hanborough Gate development on the western edge of Long Hanborough. <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665067231/projects/62b1a481c3aab3e6873589c3/x3d7z3aisit7wlhpugnf.jpg" class="fr-fic fr-dii fr-fil" style="width: 100px;"><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665067323/projects/62b1a481c3aab3e6873589c3/vr2vtumexxmh2glreirc.jpg" class="fr-fic fr-dii fr-fir" style="height: 200px;">North Leigh Play AreaFinancial contributions towards play provision have been secured from a number of recent developments in North Leigh and improvements were made to the existing play area on Park Road in early 2022 following a request from the Parish Council for developer funding. <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665067375/projects/62b1a481c3aab3e6873589c3/snizpkv1g2lvpkwwo1bu.jpg" class="fr-fic fr-dii fr-fil" style="width: 100px;"><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1665067471/projects/62b1a481c3aab3e6873589c3/besqgi7iqtflniwakdts.jpg" class="fr-fic fr-dii fr-fir" style="height: 350px;">Woodstock Historic Wall PlaquesA series of eleven stone plaques were individually made to illustrate the history of buildings in Woodstock. The plaques were commissioned from Oxfordshire sculptor, Giles Macdonald and funded from contributions secured through the development of land east of Marlborough School.There is a trail for visitors to follow. The play area has sensory elements, landscaped features such as mounds and tunnels, willow igloos and a totem pole. &nbsp;The country park provides a rich biodiversity - offering food and habitats to many species. Many areas contain wild flowers and grasses which are cut after the flowering season to maximise the benefits for birds, insects including butterflies, and small mammals. Only trees and shrubs that can be found growing in the wild locally have been planted.The country park has been funded by various developer contributions including most recently &pound;58,000 which was collected in 2020/21.A further extension of the Country Park to the east of Monahan Way will be provided as part of the Bloor Homes &lsquo;Brize Meadows&rsquo; development. <img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/v1664962632/projects/62b1a481c3aab3e6873589c3/b5bgp6ind0dnc23u1ao9.jpg" class="fr-fic fr-dii fr-fil" style="width: 100px;" alt="logo, icon" data-uw-rm-ima="ai">Policing improvements, BamptonSeveral financial contributions have been secured from recent developments in Bampton including contributions towards the delivery of ANPR (automatic number plate recognition) and police bicycles to be used by police and community support officers of the Thames Valley Police Force during the course of their neighbourhood policing duties in Bampton.&nbsp;A contribution has also been secured towards the provision of new mobile information technology.

It will also provide a dedicated route for freight including RAF traffic, as well as a dedicated two-way cycle and pedestrian facility from Carterton to Minster Lovell to encourage sustainable modes of travel. The improvements will help alleviate existing congestion and air quality problems in Witney town centre, particularly at Bridge Street. The inclusive play equipment caters to all abilities ensuring all children can play together.The scheme was commissioned by Chipping Norton Town Council.
